1. Overview

The Palatka Housing Authority (PHA) invites qualified residential builders and development firms to submit qualifications for inclusion in a pre-qualified pool of partners to support small-scale infill housing construction and neighborhood revitalization throughout Palatka, Florida. Selected firms will be eligible to receive task orders or direct solicitations for future construction projects, including work associated with PHA initiatives such as the RIVER Program, RAD/Faircloth developments, and strategic redevelopment of scattered sites.

2. Background

PHA is committed to expanding high-quality, affordable, and mixed-income housing options within Palatka. In line with HUD regulations, PHA seeks to modernize its procurement and project delivery methods while maintaining compliance. This RFQ process is designed to establish a pool of trusted builders to work on an ongoing basis across multiple phases and sites.


3. Scope of Work

Firms selected into the Builder Pool may be asked to:

  • Construct new single-family homes or small multifamily properties on scattered sites.

  • Partner on pilot projects, including cost-plus or profit-sharing agreements (subject to future RFP).

  • Collaborate on design, permitting, and utility coordination.

  • Deliver high-quality, code-compliant construction consistent with PHA design and affordability standards.

  • Support construction under various financing mechanisms (LIHTC, PBV, RAD, HOME, etc.).

4. Submission Requirements

Interested firms must submit the following:

  1. Company Profile: Name, address, primary contact, history, and service area.

  2. Licensure and Insurance: Proof of licensure to operate in Florida and current liability/workers' compensation insurance.

  3. Relevant Experience: A summary of similar residential or infill projects completed within the last 5 years.

  4. References: Minimum of three (3) references from past clients.

  5. Capacity Statement: Team structure, number of units built per year, average build time, and ability to mobilize within 30 days.

  6. Pricing Methodology: Description of pricing models used (fixed, cost-plus, etc.).

  7. Approach to Affordable Housing: Narrative demonstrating commitment to quality, efficiency, and alignment with PHA values.

5. Evaluation Criteria

Submissions will be evaluated based on:

  • Relevant project experience and references (30%)

  • Demonstrated capacity to build high-quality infill housing (25%)

  • Alignment with PHA's affordable housing vision and community goals (20%)

  • Pricing and cost-efficiency (15%)

  • Local participation, MWBE/Section 3 commitment (10%)

6. Submission Instructions

All responses must be submitted electronically in PDF format by 3:00 pm Eastern on June 30, 2025 to: procurement@palatkaha.org

Late submissions will not be accepted. Questions may be submitted until May May 27, 2025 deadline and should be directed to the same email with the subject line "RFQ Question - Builder Pool".

PHA reserves the right to accept or reject any or all submissions, to waive technicalities, and to modify or cancel this RFQ at any time. Inclusion in the Builder Pool does not guarantee contract award.
